คณะเทคโนโลยีอุตสาหกรรม มหาวิทยาลัยราชภัฏพิบูลสงคราม  จังหวัดพิษณุโลกเริ่มเตรียมการก่อตั้งแต่ปี พ.ศ. 2539  โดยดำเนินงานในรูปโครงการจัดตั้งคณะฯ  และเมื่อวันที่  28  กุมภาพันธ์  พ.ศ.2541 สถาบันได้ประกาศให้ดำเนินการจัดการเรียนการสอน และการบริหารงานในลักษณะคณะเต็มรูปแบบทั้งด้านวิชาการ        ด้านบริหาร ด้านกิจการนักศึกษา โดยแยกจากคณะวิทยาศาสตร์และเทคโนโลยี  อย่างเป็นทางการภายในระดับสถาบัน  คณะเทคโนโลยีอุตสาหกรรมผลิตบัณฑิตสาขาเทคโนโลยีอุตสาหกรรม ตามหลักสูตรของสภาการฝึกหัดครู  พ.ศ. 2536  และเปลี่ยนมาเป็นหลักสูตรของสภาสถาบันราชภัฏ พ.ศ. 2543  ซึ่งปัจจุบันคณะได้พัฒนาหลักสูตรให้เป็นไปตามมาตรฐานของสำนักงานคณะกรรมการการอุดมศึกษา(สกอ.) โดยหลักสูตรมีความสอดคล้องกับนโยบายการผลิตบัณฑิตของประเทศและของมหาวิทยาลัย สอดคล้องกับความต้องการของสังคม  รวมถึงช่วยเพิ่มขีดความสามารถในการแข่งขันของประเทศด้านเทคโนโลยีอุตสาหกรรม
